Direct talks are inactive and Tehran conditions reopening on sweeping U.S. concessions, so a qualifying Hormuz agreement by the deadline is a long shot.
The current diplomacy centers on an unfinished Iran-Oman shipping framework rather than an accepted U.S.-Iran agreement. Washington and Tehran are not visibly negotiating, Iran demands major concessions before reopening the strait, and their previous memorandum expired after its operational commitments broke down. Mediation by Pakistan and Qatar offers a narrow route back to talks, but it must quickly produce direct engagement, converging terms and clear acceptance by both governments. A qualifying agreement remains a long shot.
