Pre-election forecasts and early returns point to turnout near 51-56%, making the 59-62% threshold a meaningful underdog.
Pre-election surveys from state-controlled pollsters VCIOM and a European Stratcom assessment both forecast turnout in the 51-56% range, well below the 59-62% threshold. The Kremlin itself lowered its internal turnout target to 50% to avoid implausible figures. Real-time data from the Central Election Commission shows turnout at roughly 32% by mid-afternoon on the second day of the three-day vote. With only the final day left, a massive surge would be required to reach even the lower end of the 59-62% bracket. While the potential for administrative manipulation or a late push exists, the weight of evidence suggests final reported turnout will fall short. Accordingly, the 59-62% outcome is a meaningful underdog.
